Construction Estimating for Erie County, New York

InSite Estimating measures drawings for projects located in Erie County, New York. The work is remote: there is no Erie County branch office, site visit, or permit review. Send the current sheets, specifications, addenda, and geotechnical report. The quote names the workbook scope before measuring starts.

What is different about bidding in this county?

Erie County is the industrial, healthcare, and educational engine of Western New York, undergoing substantial revitalization along the Buffalo waterfront and medical corridor.

Cities named in this coverage note: Buffalo, Amherst, Cheektowaga, Tonawanda, West Seneca, Orchard Park.

Which local rules should the estimate cite?

New York State Uniform Code, City of Buffalo Unified Development Ordinance (Green Code), and extreme winter snow load structural provisions (up to 50–70 psf ground snow).

New York code context used as background only: 2020 New York State Uniform Fire Prevention and Building Code, NYC 2022 Construction Codes (Title 28), NYC DOB Chapter 33 Site Safety mandates, and Climate Leadership and Community Protection Act (CLCPA) energy performance limits. Confirm the adopted edition and amendments on the permit set. The state hub covers New York as a whole: New York estimating.

How do soil and site conditions enter the workbook?

Glacial lacustrine clays, shallow Onondaga limestone bedrock, and deep 48-inch frost penetration requiring frost-protected shallow foundations or deep footings.

Use the project boring log for depths, undercut, and stabilization. Do not substitute this county summary for a geotechnical recommendation.

Which scopes show up often here?

Advanced manufacturing facilities, medical campus bio-laboratories, industrial logistics warehouses, and institutional civic projects.

Sample lines to keep visible on a Erie County bid

These are separations to make in the workbook when the drawings support them. They are not quantities, prices, or a sample of a completed project.

  1. Jurisdiction line: name the permit city on the bid (Buffalo, Amherst, Cheektowaga, Tonawanda, West Seneca, Orchard Park) and the code edition printed in the project manual. A county page does not pick the edition for you.
  2. Regulation line, kept separate from quantities: New York State Uniform Code, City of Buffalo Unified Development Ordinance (Green Code), and extreme winter snow load structural provisions (up to 50–70 psf ground snow).
  3. Soil and foundation line, tied to the boring log rather than a county average: Glacial lacustrine clays, shallow Onondaga limestone bedrock, and deep 48-inch frost penetration requiring frost-protected shallow foundations or deep footings.
  4. Sector split when those scopes are in the set: advanced manufacturing facilities, medical campus bio-laboratories, industrial logistics warehouses, and institutional civic projects.
  5. Workbook columns: net quantities and the sheet reference stay visible. Unit prices, labor burden, and markup stay in the contractor columns of the unlocked Excel file.

Where are the trade measurement pages?

Measurement rules stay on one national page per trade. County pages do not repeat a concrete, electrical, or HVAC copy for every jurisdiction.

Erie County estimating questions

Answers use the county conditions already described on this page.

No. Takeoffs are prepared remotely from the drawings you send. This page lists bid conditions for projects located in Erie County. It is not a local branch, a field measure, or an approval from the building department.

New York State Uniform Code, City of Buffalo Unified Development Ordinance (Green Code), and extreme winter snow load structural provisions (up to 50–70 psf ground snow). Glacial lacustrine clays, shallow Onondaga limestone bedrock, and deep 48-inch frost penetration requiring frost-protected shallow foundations or deep footings. When the drawings or the geotechnical report show those conditions, keep them on their own lines and name the city among Buffalo, Amherst, Cheektowaga, Tonawanda, West Seneca, Orchard Park.

Send the sheet index, architectural and structural drawings, civil sheets, the specification sections in the trade scope, addenda, and the geotechnical report. Advanced manufacturing facilities, medical campus bio-laboratories, industrial logistics warehouses, and institutional civic projects. Statewide notes for New York are on the state estimating hub. Trade measurement rules stay on the national trade pages so the same concrete or electrical scope is not republished once per county.
